Font of choice. I'm using Portfolio

Filters:

Eye Candy 4000 - Gradient Glow

Let's get started

Open a new image 650 x 650

Open fan & copy/paste

Open net & copy/paste

Open frame 4 & copy/paste

Using your freehand selection tool, select inside circle

Open paper 18 & copy/paste

Selections - invert - delete - selections - invert

Expand selection by 15

Open paper 17 & copy/paste

Selections - invert - delete - selections - invert

Expand selection by 14

Open paper 13 & copy/paste

Selections - invert - delete - select none

Add dropshadow of choice to frame

Open flower 1 & copy/paste

Resize & position lower right of frame

Add dropshadow of choice

Open bow 4 & copy/paste

Position to left & dropshadow

Open butterfly 2 & copy/paste

Resize & position right of frame

Duplicate - mirror - resize - position

Open streetlight & copy/paste

Resize & position to left of frame

Add dropshadow of choice

Open bow 6 & copy/paste

Resize & position over streetlight

Erase parts to make it look like it's wrapped around the light

Add dropshadow of choice

Copy/paste tube as new layer

Duplicate - adjust blur - gaussian blur - 3

Change blend mode to softlight

Add dropshadow to original tube
