that have a working knowledge of PSP.

PSP X2 (any version will work)

Mask of choice
Filters:
Eye Candy 4000 - Gradient Glow
Let's get started
Open a new image 650 x 650
Open circleframe-pink
Position lower left
Add dropshadow of choice
Duplicate - image - mirror & flip
Open acrylicframe - blue & copy/paste
Using your magic wand - select inside frame
Open purplepp & copy/paste
Selections - invert - delete - select none
Open flowered string & copy/paste
Position inside frame
Add dropshadow of choice to both
Open acrylicframe - purple & copy/paste
Using your magic wand - select inside frame
Open bluepp & copy/paste
Selections - invert - delete - select none
Open flowered string & copy/paste
Position inside frame
Add dropshadow of choice to both
Open acrylicframe - stripes & copy/paste
Using your magic wand - select inside frame
Open striped1 & copy/paste
Selections - invert - delete - select none
Add dropshadow of choice
Open brad-heart3 & copy/paste
Resize & position left
Add dropshadow of choice
Open brad-heart2 & copy/paste
Resize & position right
Add dropshadow of choice
Open stitchesflowered-blue & copy/paste
Resize & position upper left
Add dropshadow of choice
Open ribbon1-pink & copy/paste
Position & add dropshadow of choice
Copy/paste tube as new layer
Add effects of choice
Add dropshadow of choice
Add mask of choice
Add name & proper copyright info
Crop & resize tag if needed
Merge visible & save as .png
