that have a working knowledge of PSP.
Supplies needed:
PSP X2 (any version will work)
Tube of choice

Font of choice
Filters:
Eye Candy 4000 - Gradient Glow
Let's get started
Open a new image 650 x 650
Open wire1 & copy/paste
Add dropshadow of choice
Open scatter & copy/paste
Add dropshadow of choice
Open frame sparkles 2 & copy/paste
Open frame2 & copy/paste
Using your magic wand - select inside frame
Open p1 & copy/paste
Selections - invert - delete - select none
Add dropshadow of choice
Open flags & copy/paste
Position top of frame
Add dropshadow of choice
Open heart string 2 & copy/paste
Resize - position left of frame
Add dropshadow of choice
Open string 2 & copy/paste
Resize - position bottom of frame
Add dropshadow of choice
Open cupcake 2 & copy/paste
Resize - position lower rightleft of frame
Add dropshadow of choice
Copy/paste tube as new layer
Add effects of choice
Add dropshadow of choice
Open sparkles & copy/paste
Add name & proper copyright info
Crop & resize tag if needed
Merge visible & save as .png
