PSP X2 (any version will work)
Tube of choice

Filters:
Eye Candy 4000 - Gradient Glow
Let's get started
Open a new image 650 x 650
Open elem136 & copy/paste
Open elem19 & copy/paste
Resize 90% - move to bottom of tag
Open elem41 & copy/paste
Resize 40% - position bottom of tag
Duplicate a few times & position
See my tag for reference
Add dropshadow of choice
Open elem12 & copy/paste
Resize 60% - position right of tag
Move beneath fence
Add dropshadow of choice
Open elem127 & copy/paste
Resize 30 - position right of tag
Add dropshadow of choice
Open elem128 & copy/paste
Resize 30% - position right of tag
Add dropshadow of choice
Open elem125 & copy/paste
Position left of tag
Open elem126 & copy/paste
Resize 30% - mirror - position right of tag
Open elem121 & copy/paste
Resize 50% - mirror - position bottom of tag
Add dropshadow of choice
Open elem54 & copy/paste
Resize 40% - position bottom of tag
Add dropshadow of choice
Open elem68 & copy/paste
Resize 20% - position bottom left of tag
Add dropshadow of choice
Repeat for elem69 & elem70
Open elem18 & copy/paste
Resize 50% - position upper right of tag
Copy/paste tube as new layer
Add effects of choice
Add dropshadow of choice
Open elem5 & copy/paste
Add name & proper copyright info
Crop & resize tag if needed
Merge visible & save as .png
