Let's get started
Open template & duplicate
Delete original
Open splatter & copy/paste
Move to bottom
Position upper right
Duplicate - position lower left
Select Pink Circle2
Selections - select all - float - defloat
Open paper2 & copy/paste
Selections - invert - delete - select none
Add dropshadow of choice
Repeat for Pink Circle1
Select Lt Pink Circles2
Selections - select all - float - defloat
Open paper6 & copy/paste
Selections - invert - delete - select none
Select Yellow Circles
Selections - select all - float - defloat
Open paper1 & copy/paste
Selections - invert - delete - select none
Add dropshadow of choice
Select White Circles2

Open skull1 & copy/paste
Resize 30% - position left of tag
Add dropshadow of choice
Open string & copy/paste
Add dropshadow of choice
Open ticket & copy/paste
Resize 40% - position lower left of tag
Add dropshadow of choice
Duplicate - free rotate left 20 - position
Open note swirl & copy/paste
Resize 30% - position upper left of tag
Duplicate - move down & right a bit
Add dropshadow of choice to both
Open flower1 & copy/paste
Resize 30% - position right of tag
Add dropshadow of choice
Copy/paste tube as new layer
Add effects of choice
Add dropshadow of choice
Open microphone & copy/paste
Position & add dropshadow of choice
Add sparkles
Add name & proper copyright info
Crop & resize tag if needed
Merge visible & save as .png
