Let's get started
*Resize all elements to your liking*
Open a new image 650 x 650
Open scatter and copy/paste
Open frame3 and copy/paste
Select inside frame
Open paper of choice and copy/paste
Open wordart1 and copy/paste
Selections - invert - delete - select none
Add dropshadow of choice
Open frame5 and copy/paste
Add dropshadow of choice
Open flowers5 and copy/paste
Position bottom of tag
Add dropshadow of choice
Open wrap2 and copy/paste
Position bottom of tag
Add dropshadow of choice
Open flower9 and copy/paste
Position lower right of tag
Add dropshadow of choice
Open diamonds and copy/paste
Position bottom of tag
Add dropshadow of choice
Open teddy and copy/paste
Position bottom of tag
Add dropshadow of choice
Open tag2 and copy/paste
Position lower left of tag

Crop and resize tag if needed
Merge visible and save as .png
