Open template & duplicate
Close original & delete copyright layer
Open splatter
Position upper left of tag
Duplicate - flip - merge down
Duplicate - mirror
Select top black rectangle
Selections - select all - float - defloat
Open paper 14 & copy/paste
Selections - invert - delete - select none
Add gradient glow & dropshadow of choice
Repeat for bottom black rectangle
Select top green circle
Selections - select all - float - defloat
Open paper 10 & copy/paste
Selections - invert - delete - select none
Add gradient glow & dropshadow of choice
Repeat for bottom green circle
Select top blue rectangle
Selections - select all - float - defloat
Open paper 18 & copy/paste
