that have a working knowledge of PSP.
Supplies needed:
PSP X2 (any version will work)
Tube of choice

Font of choice
Filters:
Eye Candy 4000 - Gradient Glow
Let's get started
Open a new image 650 x 650
Open element31 & copy/paste
Open element18 & copy/paste
Open frame3 & copy/paste
Using your magic wand - select inside top frame
Open paper1 & copy/paste
Open element22 & copy/paste
Selections - invert - delete on both layers - select none
Using your magic wand - select inside of bottom frame
Open paper6 & copy/paste
Selections - invert - delete - select none
Open element2 & copy/paste
Position bottom left of frame
Add dropshadow of choice
Open element1 & copy/paste
Position upper right of frame
Add dropshadow of choice
Open element9 & copy/paste
Resize 30% - position lower right of tag
Add dropshadow of choice
Open element11 & copy/paste
Resize 30% - position lower right of tag
Copy/paste tube as new layer
Add effects of choice
Add dropshadow of choice
Open wordart1b & copy/paste
Resize 50% - rotate 45 degrees left
Position inside lower frame
Add dropshadow of choice
Add name & proper copyright info
Crop & resize tag if needed
Merge visible & save as .png
